The short version
OpenAI’s current availability list includes Pakistan for self-service Ads Manager (checked 27 October 2026). That means a Pakistan-based legal entity can start the self-service signup flow; it does not guarantee approval for every business or campaign. OpenAI lists account setup, verification, ad review, billing and campaign readiness as distinct requirements.
Before creating an account, double-check the country, currency and time zone. OpenAI says these settings cannot be changed after account creation. Then complete the account profile, billing, logo and any verification prompts before expecting ads to run.
What to prepare
- The registered business details for the legal entity that will advertise and be billed.
- A monitored business email for the account and invoice notifications.
- Your website URL and a square company logo. The URL can help create a first ad during signup; you can also skip that step.
- A payment method and matching billing details if your account uses self-service card billing.
- One person at the business who will retain appropriate administrative access. Invite agencies and teammates using only the roles they need.
OpenAI’s country list applies to the legal entity that advertises and is billed, not just the location of a website visitor or agency. Check current Ads Manager availability before starting; market availability is a changeable platform setting.
Create the advertiser account
- Go to Ads Manager and sign in with an OpenAI account or create one.
- Choose whether to use your website URL to draft an ad and campaign during signup or skip straight into Ads Manager.
- Enter the required advertiser details and review every account setting before submitting.
- Check the country, currency and time zone one last time. OpenAI says those choices cannot be edited after the account is created.
- Review the initial Account Name, Brand Name and Legal Name. Signup can use one advertiser name for all three. The account, public ad brand and registered legal business have different purposes; later name changes can trigger review.
If the signup flow creates or submits a campaign, review its status, budget and schedule in Ads Manager. OpenAI says ads may go live after review when account readiness, billing and campaign settings allow delivery. If you are not ready to advertise, pause the campaign and confirm the new status.
Finish account setup
After signup, work through the account tasks shown in Ads Manager:
- Billing: Complete the billing profile and payment setup. OpenAI says billing must be ready before campaigns can deliver. Billing options depend on the account type.
- Names and logo: Review the business names and upload the logo you want associated with the advertiser account.
- Verification: Complete any business verification prompt with accurate information about the advertiser and its relationship to the website, brand and offer.
- Team access: Invite coworkers or an agency to the correct advertiser account and assign an appropriate role.
- Campaign review: Confirm the campaign, location, budget, dates, ads and policy status before you launch.
Do not treat verification, account approval, ad approval and delivery as the same checkpoint. OpenAI says they are separate checks. Business verification may take up to seven business days; treat that as an estimate, follow the status shown in your account and use the platform’s support route if it remains unresolved beyond the stated window.
Set access roles deliberately
For an advertiser account, OpenAI currently describes these roles:
| Role | Typical access |
|---|---|
| Admin | Manages the advertiser account and its users or settings |
| Member | Creates and manages campaigns |
| Viewer | Views account information without campaign editing |
Keep an effective account admin with the business. Invite an agency or contractor as a separate user and give the person only the access needed for the work. Tenant-level roles such as Ads Admin or Global Admin are different from roles on an individual advertiser account. A ChatGPT workspace invitation by itself does not grant access to Ads Manager.
If you manage more than one advertiser, OpenAI says to use a separate account for each advertiser. The same login can switch among accounts it has been invited to. Once you belong to ten or more ad accounts, you cannot create another account yourself, although an administrator can still invite you to an existing account. These account-creation rules do not bypass verification or eligibility.
If your first campaign targets other countries
Some new self-service accounts may initially advertise only in their home country. OpenAI says selecting other countries does not override that restriction. Wider delivery in supported markets may become available after identity verification is approved and the account reaches a required level of spend from campaigns in its home country. OpenAI does not publish one universal spend amount for this requirement, so use the account’s current eligibility state rather than planning around a guessed figure.
Why an approved account may not be serving
- Business verification and account approval are complete.
- Billing is set up and the payment method has no unresolved issue.
- The campaign, ad group and ad are active and within the scheduled dates.
- The selected locations are available to the account and permitted for the advertised category.
- The ad has passed review and its landing page matches the ad and loads for the required review systems.
- The campaign has remaining budget and its bid and delivery settings are eligible.
For a new campaign with no hard blocker, OpenAI’s troubleshooting guide advises allowing at least 24 hours after launch before reporting zero delivery. Do not wait if Ads Manager displays a clear billing, review or account error. Use the specific status message and the zero-delivery checklist to identify the next step.
Setup mistakes to avoid
- Choosing the wrong country, currency or time zone because you expect to change it later.
- Treating a country’s self-service availability as a guarantee that your business or ads are eligible.
- Assuming account approval also means billing is complete, ads are approved and delivery has started.
- Giving an agency the only account-admin role instead of inviting it with a suitable role.
- Creating extra accounts to get around a pending review or a country restriction.
- Assuming a campaign made during signup cannot start spending after it passes review.
Quick answers
Can a Pakistan business use Ads Manager?
Pakistan is listed as available for self-service access in OpenAI’s country list checked 27 October 2026. The legal entity that advertises and is billed must be in a listed country, and individual business and campaign eligibility still applies.
Can I change my account currency or time zone later?
OpenAI says country, currency and time zone cannot be changed after account creation. Check all three in the signup flow before submitting.
How long does business verification take?
OpenAI says verification may take up to seven business days. This is not a delivery guarantee; follow the status and prompts shown in your account.
Does an approved account mean my ads are live?
No. Verification, account approval, ad review and ad delivery are separate checks. Billing, campaign status, schedule, budget and policy eligibility also affect whether ads can serve.
Can an agency manage my advertiser account?
Yes. Invite its user to the correct advertiser account and assign an appropriate role. Keep business control of an effective account-admin role.
Can one login manage several businesses?
One OpenAI login can access multiple advertiser accounts, but OpenAI says each advertiser should have its own account. Membership in ten or more accounts blocks creating another account yourself, not being invited to an existing one.
Can a new Pakistan account target any supported country immediately?
Not always. Some new self-service accounts may initially be limited to their home country. Wider targeting may require approved identity verification and a platform-set home-country spend threshold.
