The short version

OpenAI Ads Manager Beta is where advertisers create, launch and manage ChatGPT Ads. The working structure is advertiser account → campaign → ad group → ad. The account holds business settings, access and billing; a campaign sets the objective, budget and targeting; an ad group organizes a product, service or customer need; and each ad contains the title, copy, creative and landing page.

For a first campaign, use the guided workflow and make one clear decision at each level. Bulk upload is available for supported campaign types when you need to manage larger sets. The product and interface are still evolving, so check the options currently shown in your Ads Manager account.

What Ads Manager does

Ads Manager Beta provides campaign creation and management, performance reporting and account settings in one place. OpenAI describes it as a beta that will continue to evolve. Its current documentation covers guided campaign creation, supported bulk uploads, reporting across campaigns, ad groups and ads, and settings such as users, permissions, billing and change history.

Pakistan appears on OpenAI’s self-service availability list checked 27 October 2026. Availability does not guarantee approval for every business or advertised category. Confirm the legal entity and market requirements in the current country list before creating an account.

The four levels

LevelWhat it controlsA useful way to organize it
Advertiser accountBusiness identity, account access, billing and settingsOne advertiser per account; keep an effective admin with the business
CampaignBusiness goal, objective, budget, dates, location and optional platform/audience targetingSeparate campaigns when goals, regions or product categories need distinct budgets or reporting
Ad groupA theme, product/service or customer need, plus relevant context hints and bid controlsSplit use cases when they need different messages or landing pages
AdThe title, description, image format and landing-page URL shown to usersAdd distinct variations that explain the offer accurately from different angles

The levels are related but not interchangeable. If you need to change the campaign goal or the event a conversion campaign optimizes for, OpenAI says to create a new campaign. A campaign-total budget can be changed to a daily budget, but that change cannot be reversed. Check the creation and editing rules before launch.

Build a campaign in order

  1. Prepare the account. Confirm your business profile, account country/currency/time zone, billing, logo, verification and user access. Country, currency and time zone are fixed at account creation.
  2. Choose the objective. Current options include Views (CPM), Clicks (CPC) and Conversions, where eligible. For Conversions, check whether the account offers click billing (oCPC) or impression billing (oCPM); neither bills per conversion.
  3. Set budget, schedule and markets. Choose a daily or campaign-total budget, select available locations and any platform or audience options you need. A daily budget is an average over the account week; see daily budgets and pacing.
  4. Create focused ad groups. Group ads around the same customer need or offering. Use context hints to explain when the offering may be useful; they are not exact-match keywords and do not guarantee placement. Read the context hints guide.
  5. Create the ads. Make the title and description specific and truthful, include varied messages that fit the same offer, use an approved creative format and send each ad to a landing page that matches its promise.
  6. Review and submit. Confirm campaign settings, ad copy, landing page, tracking, billing, policy requirements and account status. Submission does not mean every review or delivery check has passed.

Guided creation or bulk upload?

Use guided creation for a first campaign or a small change set. The step-by-step flow makes parent-child relationships visible as you set up campaigns, ad groups and ads.

Use bulk upload when you need to create or update supported campaign objects at scale. OpenAI says the CSV upload flow does not currently create product-feed campaigns. For edits, start with a fresh Export for edit so you retain the current object IDs and field values. When updating fields such as context hints, provide the full intended value; an uploaded field can replace the existing list rather than append to it. Review row-level results before retrying a partial upload, because successful rows may already have created objects.

Manage and measure after launch

For a one-off change, Ads Manager supports inline edits such as changing a budget, updating copy or pausing a campaign. For structural updates across many objects, export the current schema, edit it, and upload the relevant object type.

Current reporting includes impressions, clicks, spend, click-through rate, average CPC and CPM, plus conversions when conversion measurement is configured. You can use table or chart views and export reports. Impressions, clicks and CTR typically refresh more frequently than spend; spend reporting may lag. Conversion totals can also update as attribution processing completes. Check the reporting date range and account time zone before comparing recent activity with invoices or another analytics tool.

When an item says “Not serving”

Open the status detail in Ads Manager and use the reason shown for the specific object. Check, in order:

  • Account verification, account approval and ad review status.
  • Billing profile, payment method and any unpaid balance.
  • Campaign, ad group and ad status, dates, remaining budget and location eligibility.
  • Whether the advertised category is permitted in the selected country.
  • Whether the ad, image and landing page comply with policy and describe the same offer.
  • Whether the landing page can be reviewed and whether the bid, ad and context are relevant to delivery.

OpenAI treats verification, account approval, ad review and ad delivery as separate checks. If a new campaign has no hard blocker, its troubleshooting guidance says to allow at least 24 hours after launch before reporting zero delivery. A clear billing, review or account error should be handled immediately. See ChatGPT Ads not showing for a focused diagnostic route.

Launch checklist

  • Account: correct legal advertiser, permanent country/currency/time zone, billing complete, effective business admin assigned.
  • Campaign: objective matches the business goal; budget type, schedule, country and platform are intentional.
  • Ad group: each group has one clear use case; hints add relevant context; bid strategy is understood.
  • Ad: copy is clear and accurate; variations are distinct; image and landing page match the offer; tracking parameters are correct.
  • After submission: review the status and reason messages; verify measurement; monitor spend and delivery after reporting has had time to update.

Quick answers

What is the structure of an Ads Manager account?

An advertiser account contains campaigns; campaigns contain ad groups; ad groups contain ads. Account settings and billing sit above the campaign objects.

What is the difference between a campaign and an ad group?

A campaign defines the goal, budget and targeting. An ad group organizes ads around a shared theme, product, service or customer need and carries relevant ad-group controls.

Should I use guided creation or bulk upload?

Guided creation is a practical starting point for a first campaign. Bulk upload is intended for supported campaign types and larger sets; the CSV flow currently does not create product-feed campaigns.

Can I change a campaign’s objective after launch?

OpenAI says you cannot change the objective in place. Create a new campaign with the objective you need, and check current cloning limitations in Ads Manager.

What can I do if a campaign says Not serving?

Read the status detail for the affected campaign, ad group or ad. Then check review, billing, account readiness, dates, location eligibility, budget, policy and landing-page alignment.

What metrics can I review?

Ads Manager currently reports impressions, clicks, spend, CTR, average CPC and CPM, with conversion reporting when measurement is configured. Recent spend or conversions may take time to appear.

Can I manage more than one advertiser with the same login?

Yes. OpenAI allows a login to access accounts it belongs to, but says each advertiser should have a separate account. Access must be assigned to each account.
