The short version
ChatGPT Ads currently offers a manual maximum bid and an automated option called Maximize Results for eligible ad groups. Manual bidding gives you a direct ceiling. Maximize Results adjusts bids toward the campaign goal and aims to get more results from the available budget. It prioritizes volume; OpenAI does not promise a target cost per click, lead, purchase or other result.
Neither option guarantees that an ad will win or deliver. OpenAI describes its auction as relevance-weighted and second-price, but does not publish the full calculation. Ads can be evaluated using signals such as the conversation, ad, landing page and context hints.
Compare the two approaches
| Approach | Who adjusts the bid? | Consider it when | Main limitation |
|---|---|---|---|
| Manual: Max bid | You set the ad-group maximum | You need a clear bid ceiling or want to control one variable in a test | A low ceiling can limit delivery; it does not guarantee your final cost or result volume |
| Maximize Results | Ads Manager automatically sets and adjusts bids | You want to optimize toward eligible campaign results and spend less time changing bids | It prioritizes result volume and does not guarantee a CPA, CPC, ROAS or other efficiency target |
Maximize Results is selected by default for eligible new ad groups. Check the Bid strategy section in your account because availability and controls may vary.
Match the bid to the campaign objective
OpenAI currently lists Views, Clicks and Conversions as campaign objectives. Views campaigns use CPM billing; Clicks use CPC. A Conversions campaign can use valid-click billing (oCPC) or impression billing (oCPM), where available. You pay for the selected billing event—not for each conversion.
For manual bidding, the control depends on the campaign setup: maximum CPM for Views, maximum CPC for Clicks, and a conversion Bid Cap for a Conversions campaign. In a conversion campaign, the Bid Cap helps determine how the system competes for an event you selected. It is not the amount you are charged for that conversion, nor a guaranteed cost per acquisition. Billing still follows the selected click or impression option.
What the auction description means
OpenAI calls its auction relevance-weighted and second-price. The published description means bid size is not the only factor: relevance signals also matter. A strong match between a customer need, the ad and its landing page can matter alongside the bid. Context hints can add useful offering information, but they are not exact-match keywords and cannot guarantee placement.
OpenAI has not published the complete auction formula. Treat “second-price” as OpenAI’s description, not a basis for calculating a specific winning price. The highest bid is not a promise to win, and the maximum you enter is not a guaranteed charge.
Pick an approach for your first Pakistan campaign
- You are learning which message or offer attracts interest: Keep the campaign goal clear, use a daily budget you can monitor, and consider Maximize Results if it is available for your ad group. Measure actual results before changing multiple settings.
- You need a firm maximum bid: Use Manual: Max bid and set a limit you can afford. A ceiling can restrict delivery if it is too low; it does not cap your cost per conversion in the way the label may suggest.
- You want to optimize for leads or purchases: Confirm conversion tracking is working and select the event that represents a real business outcome. Choose oCPC or oCPM based on the account options and understand what that option bills.
- Your ad is not delivering: Check campaign and ad status, approval, billing, dates, eligible locations, conversion setup and available budget. Review ad relevance and context hints before assuming that a higher bid will solve it.
OpenAI’s current Help Center suggests starting with a maximum CPC bid of US$3–$5 for CPC campaigns. That is a starting suggestion in USD, not an observed average, a Pakistan-specific benchmark, or a promise about what a click will cost. Do not copy it into a PKR account as if it were a local recommendation; review the live account’s bid guidance and your own economics.
Keep bidding and budget rules separate
A bid controls how an ad group competes. A campaign budget limits planned spend. A bidding-strategy change does not override campaign-total pacing, and a low bid can leave budget unused. With fixed bidding and a daily budget, the budget may also need to meet the highest effective per-event bid across applicable active ad groups and adjustments. This constraint does not apply in the same way to Maximize Results or campaign-total budgets.
If delivery is low, change one variable at a time and record the date. Use the values and warnings shown in Ads Manager; OpenAI says bid-strength guidance is an estimate, and an observed Low bid warning may differ. For a full delivery checklist, see ChatGPT Ads not showing. For budget limits, see daily budgets and pacing.
Common bidding mistakes
- Treating a maximum bid or conversion Bid Cap as the final amount paid.
- Assuming Maximize Results targets a guaranteed CPA or ROAS.
- Assuming a higher bid guarantees impressions or fixes account, review, billing or relevance issues.
- Treating context hints as keyword targeting.
- Copying a USD starting suggestion into a PKR account without checking live controls and business economics.
- Expecting a bid change to make campaign-total budget pacing spend faster.
Quick answers
What bidding strategies does ChatGPT Ads offer?
Eligible ad groups can use Manual: Max bid or Maximize Results. Confirm the options shown in the current Ads Manager account.
Does Maximize Results guarantee a target CPA or CPC?
No. OpenAI says it prioritizes result volume and does not guarantee a specific CPA, CPC, ROAS or other cost-efficiency target.
Is a conversion Bid Cap what I pay for a conversion?
No. It guides bidding toward the selected conversion event. Billing remains based on valid clicks or impressions, depending on the campaign’s billing option.
Will raising a bid make my ad deliver?
Not necessarily. Review account eligibility, status, approval, billing, schedule, budget, conversion setup and relevance. OpenAI says a higher bid alone does not guarantee delivery.
Is OpenAI’s US$3–$5 CPC suggestion a Pakistan benchmark?
No. It is a USD starting suggestion for CPC campaigns, not a Pakistan-specific average or guaranteed click price. Check the live account controls and test economics.
Can I use a conversion goal and still be billed per click?
Yes, where the account offers oCPC. You are billed for valid clicks while delivery optimizes toward the selected conversion event. oCPM, where available, bills for impressions.
