ChatGPT Ads Policies: What Pakistan Businesses Can Advertise

Ranknizer field guide · Pakistan

By Ranknizer Editorial · Updated 31 October 2026

A concise guide to OpenAI’s ChatGPT Ads policy categories, Pakistan’s applicable eligibility column, creative rules and review steps. Use it to screen a campaign idea before writing copy, then check the current policy and market requirements for the actual advertiser and offer.

The short version

OpenAI’s ad policies set the baseline for ChatGPT Ads, while a separate eligibility table adds country-specific rules for some regulated categories. A product that is permitted in one market may be restricted or unavailable in another. Pakistan-based advertisers should use the table’s All Other Countries column, not the US column.

OpenAI can update these rules and review individual advertisers. A company registration, professional licence or accepted account does not automatically make every product or campaign eligible. This guide is a screening aid, not a legal determination for your business.

How to read OpenAI’s policy rules

Check both OpenAI’s Ad Policies and the detailed Ads Policy Eligibility Table. The broad policy explains the platform’s standards; the table identifies how selected regulated categories vary by country.

The table uses three different outcomes: Allowed, Not allowed, and Restricted to Select Approved Advertisers. The last label is not general permission to apply: OpenAI says it is currently working with a small group in some categories. If the documentation is unclear for your offer, do not assume it is eligible—check the live account review and ask OpenAI Ads Support where appropriate.

Quick category screen for Pakistan

These are examples, not a complete policy list. Use OpenAI’s current table for the exact category and market before preparing an ad.

CategoryWhat Pakistan advertisers should check
Household and consumer products, local services, travel, entertainment, digital products and educationThese are among the consumer areas OpenAI describes as supported during the current rollout. Every ad and destination still has to pass review.
Health products and servicesOpenAI’s table places Pakistan in “All Other Countries.” Many health services and products are not allowed there; health software and infrastructure are listed separately. Do not infer eligibility from a US row.
Financial products and servicesSome rows are restricted to select approved advertisers; other products, including several credit and debt categories, are not allowed outside the US. Financial software is treated separately. Check the exact row.
Legal and immigration servicesOpenAI’s table marks legal services as not allowed in “All Other Countries.” General education with no legal service offered is a distinct case under the policy.
Housing and job listingsAds for specific homes or vacancies are prohibited. A service or listing platform may be treated differently only when the ad and destination do not refer to a specific listing.
Adult/dating content, alcohol and tobacco, gambling, recreational drugs, counterfeit goods and political adsOpenAI lists these among broadly disallowed areas. See the full policy for scope and exceptions.

The policy table can change, and complex offers may fit more than one category. For example, the ad, the landing page and the advertiser’s primary business can each affect review.

The whole ad must meet the rules

OpenAI reviews more than the headline. Its guidance applies to the advertiser and the full ad experience, including copy, image or video, destination page and placement. Before submitting, check that:

  • The product or service fits an eligible category for the market you are targeting.
  • The claims are accurate and can be supported; do not promise outcomes or imply an affiliation that you do not have.
  • The creative and landing page describe the same offer and do not introduce disallowed material.
  • The destination is relevant, works without a login or challenge, and can be reviewed by OpenAI’s systems. OpenAI says OAI-AdsBot must be allowed for ad landing-page validation.
  • Your business also meets applicable Pakistani laws, professional licensing rules and advertising requirements. OpenAI approval does not replace local compliance.

For creative guidance, see OpenAI’s ad creation recommendations. For crawler checks, use its advertiser crawler guidance.

What happens if an account or ad is rejected?

OpenAI treats business verification, account eligibility, ad review and campaign delivery as separate checks. Read the exact status or rejection reason in Ads Manager. If an ad decision appears incorrect, use the appeal or Request Review option shown there. For an account eligibility decision, follow the appeal route in the decision email; contact Ads Support if the available route is missing or stuck.

Do not repeatedly change the wording without checking the reason. The issue may be the business category, account details, destination page or crawler access rather than the headline alone.

Quick answers

Which policy-table column applies to Pakistan?

Use “All Other Countries” in OpenAI’s current eligibility table. Do not apply allowances shown only for the US.

Does a registered or licensed business automatically qualify?

No. OpenAI says registration or licensing does not make every business or category eligible. The advertiser, offer, market, ad and landing page may all be reviewed.

Are health or financial ads allowed in Pakistan?

It depends on the exact category. OpenAI’s “All Other Countries” table marks many health and financial categories as not allowed, while some rows differ or are restricted to select approved advertisers. Check the current row rather than assuming a blanket answer.

Can a property or recruitment business advertise?

OpenAI prohibits ads for individual housing and job listings. A general brokerage, recruitment or listing service may be treated differently if the ad and landing page do not reference a specific property or vacancy. Check the wording and destination against the current policy.

Does OpenAI approval replace Pakistani regulatory approval?

No. Platform review and local legal or sector-regulatory requirements are separate. Confirm applicable requirements with the relevant regulator or a qualified adviser.
