The short version
ChatGPT Ads uses postpay billing: spend accrues as ads are delivered, then an eligible self-serve card account is charged when it reaches its assigned payment threshold. Any remaining unpaid balance is also charged at month end. A threshold determines when a payment is collected; it is not your campaign’s spending limit.
Before delivery, complete the billing profile and add a payment method in Ads Manager. Confirm the account’s business details, country and currency in the live setup flow. These settings and available billing options can vary by account.
Complete billing before launch
Open Billing in Ads Manager and follow the prompts to add the billing profile and payment method. OpenAI says the profile includes business name, business address and an invoice delivery email. Use a mailbox someone checks, because billing notices and invoices may be sent there. The card and billing address details are entered in the payment setup.
For a business operating in Pakistan, check the account’s available country, currency and time zone before completing account creation. OpenAI says these setup choices cannot be changed afterward. Make sure the legal business details are accurate and consistent with the account before launching. For tax registration or invoice treatment, consult a qualified tax adviser; the platform’s available tax-ID fields depend on billing country.
When the card is charged
For self-serve card-billed accounts, unpaid spend accumulates until it reaches the threshold assigned to that account. The saved payment method is charged, and a receipt is issued for a successful payment. The account can then accrue new spend toward another threshold. If an unpaid balance remains at month end, it is charged then even if it is below the threshold.
The payment threshold is assigned by OpenAI. It may increase automatically over time based on payment history and other factors, but you and support cannot manually set it. Threshold amounts vary by account and billing currency, so do not plan a Pakistan campaign around an example amount from another market.
Eligible sales-managed advertisers on postpaid invoice terms follow their invoice arrangements instead of the self-serve card threshold flow. Check the billing model shown for your account.
A temporary card hold is not the same as an ad charge
When a card is added, a bank may show a temporary authorization hold in the card’s currency. OpenAI says this is not a completed charge and is released automatically after verification. The bank may keep it visible for eight days or longer.
In Ads Manager, check Billing → Activity for an “Authorization hold” record and compare its date, amount, currency and status with the matching payment and invoice records. The amount alone does not identify a transaction. If the record says the authorization ended but the reserved funds still appear, the bank may need more time to update its statement.
What creates advertising spend?
The campaign objective and billing option determine what accrues as spend:
| Campaign setup | What is billed |
|---|---|
| Views (CPM) | Impressions served, billed per 1,000 impressions |
| Clicks (CPC) | Valid clicks |
| Conversions with oCPC | Valid clicks while delivery optimizes toward the selected conversion event |
| Conversions with oCPM | Impressions served while delivery optimizes toward the selected conversion event |
Conversions are not the billing event in either oCPC or oCPM. Conversion tracking helps the system optimize and report on a selected event, but charges follow the click or impression option. Availability may depend on account eligibility.
Budgets control spend; thresholds trigger charges
A daily budget is an average over the account’s seven-day budget week. It can spend up to twice the selected daily amount on an individual day and up to seven times that amount over the applicable week, subject to proration when the budget changes. A campaign-total budget sets a campaign-wide ceiling that Ads Manager paces over its schedule.
These campaign budgets control planned advertising spend. A self-serve payment threshold only determines when the card is charged. Eligible postpaid-invoice accounts may have account-wide spending limits, but OpenAI says that option is not available to self-serve card-billed advertisers. See daily budgets and pacing for the full rules.
If a charge fails or you pause a campaign
If a threshold payment fails, ads may stop delivering until the billing issue is resolved. Check the account’s outstanding invoice and payment status, then review campaign, ad-group and ad status. Updating a saved card does not itself settle an outstanding invoice, and a successful payment does not guarantee that delivery has resumed; other requirements may still need attention.
Pausing a campaign can take time to reach the ad-delivery systems. OpenAI says ads may continue to appear for up to 24 hours in some cases, and spend from that activity remains billable. Reporting can also update after delivery stops to reflect earlier activity. Verify the status and final spend in Ads Manager instead of assuming the total freezes at the moment you press pause.
Read the billing dashboard carefully
Impressions, clicks and click-through rate usually refresh about every 15 minutes. Spend insights can be delayed by 7–8 hours. A zero or stale spend figure therefore does not prove that no spend is accruing. When comparing an invoice with the dashboard, align the account, campaigns, date range and time zone, then allow reporting to catch up.
Common billing misunderstandings
- “The payment threshold caps my spend.” It only triggers a charge; campaign budgets control planned campaign spend.
- “The card hold is an ad charge.” Check whether Ads Manager identifies it as an authorization hold and whether there is a completed payment or invoice.
- “A conversion campaign charges per lead.” It bills by valid click or impression, depending on its selected billing option.
- “Pausing stops every charge immediately.” Some delivery and reporting can continue to settle after the pause.
- “A paid invoice means the ads are serving again.” Recheck statuses and other delivery requirements.
- “A dashboard showing zero means there is no spend.” Spend reporting may lag.
Quick answers
Is ChatGPT Ads prepaid?
ChatGPT Ads currently uses postpay billing. Spend accrues as ads are delivered; eligible self-serve card accounts are charged at an assigned payment threshold and for any remaining month-end balance.
When will my card be charged?
For self-serve card-billed accounts, when accrued unpaid spend reaches the account’s assigned threshold and again for any remaining balance at month end.
Is the payment threshold my spending cap?
No. It controls when the saved card is charged. Campaign budgets control campaign spending. Eligible account-wide limits are only available to certain postpaid-invoice accounts.
Why do I see a charge after adding my card?
It may be a temporary authorization hold rather than a completed payment. Check Billing → Activity and compare the hold with payment and invoice records; your bank may take eight days or longer to remove it from the statement.
Does pausing stop charges immediately?
Not always. Delivery changes can take time to propagate, and OpenAI says ads may continue to appear for up to 24 hours in some cases. Check the current status and allow reporting to settle.
Why does my billing dashboard show no spend yet?
Spend insights may be delayed by 7–8 hours even though impressions, clicks and CTR refresh about every 15 minutes. A delayed or zero spend total does not prove that no charges are accruing.
Can I change the billing country or currency later?
OpenAI says country, currency and time zone are setup choices that cannot be changed after account creation. Confirm the correct account details in the signup flow and consult current support guidance if you made an error.
