ChatGPT Ads account rejected? Understand the message and next step

Ranknizer field guide · Pakistan

Business verification, account approval, ad review and campaign delivery are separate decisions. Match the message in Ads Manager to the correct fix or appeal route. This guide helps identify which level is blocked and what evidence or next step is relevant before submitting changes.

A rejection does not always mean the ad copy failed. OpenAI reviews the advertiser, business identity, destination domain, ad content and target country through separate checks. Start with the exact status and notice in Ads Manager or the decision email. OpenAI’s current onboarding and policy guide explains the routes for each type of issue.

Identify which check failed

Message or status What it usually points to What to do first
Business verification failed OpenAI could not verify the accuracy of business identity, ownership or affiliations. Check that account details, website, ads and disclosed relationships accurately describe the same business.
Business verification in progress The review has not reached a final decision. Follow the Ads Manager instructions. OpenAI says verification may take up to seven business days; contact support if it takes longer.
Verification needed before saving an ad The account may need an approved verification before using a different destination domain. Follow the account’s verification instructions. Check whether the notice names an account administrator or support action.
Domain not approved OpenAI could not match the advertiser identity to the submitted domain. Check the domain and business details, then use the appeal instructions in the decision email if you think the decision is incorrect.
Industry not eligible The business or service may be prohibited or restricted for the selected country. Check the current eligibility table for the exact category and target country. A trade licence alone does not establish eligibility.
Ad rejected The submitted text, image, destination or combination may not comply with policy. Read the reason, identify the affected asset and check that the whole ad and landing page describe the same allowed offer.
Ads cannot serve in selected countries The category may not be allowed in one or more target markets. Compare the campaign’s countries with the current country-specific policy table. An ad can pass review and still be ineligible in a selected country.

Check policy eligibility before appealing

OpenAI’s policy categories and country restrictions can change. Read the current Ads Policies and account-specific eligibility notice before making changes. The policy table separates the United States from all other countries; Pakistan is covered by the “All Other Countries” column in the current table.

Some services are prohibited, while some financial or health categories are restricted to a limited group of approved advertisers. Local registration or professional licensing may be necessary for a business, but it does not override OpenAI’s category or market restrictions. Do not try to disguise a restricted service as a different product or route traffic to a page that changes the offer.

Use the appeal route that matches the decision

  • Advertiser-account or industry decision: use the appeal link in the decision email.
  • Individual ad rejection: use Appeal or Request Review in Ads Manager when the option is shown.
  • Domain decision: follow the appeal instructions in the domain decision email.
  • No appeal option or delayed appeal: contact Ads Support if no applicable appeal option appears or a submitted appeal has been pending for more than seven days.

Before appealing, compare the notice with your registered business name, ownership details, domain, ad claims and destination page. Submit a concise factual explanation and the information requested in the notice. Do not send passwords, payment details or identity documents in a general support email; use only the official verification flow.

Opening another account is not a remedy for a failed review. OpenAI says additional accounts do not bypass verification, account review or eligibility requirements. Repeated applications with inconsistent identity or domain details can make it harder to resolve the underlying issue.

Keep the records together

Save the exact notice, account and ad IDs, target countries, submission date, the appeal reference and any changes you made. Keep the ad, landing page and legal business description aligned. If the issue is still unresolved, include the account ID, issue category, relevant screenshots and dates when contacting OpenAI Ads Support.

Quick answers

Why was my ChatGPT Ads account rejected?

Possible reasons include unverifiable business identity or ownership, a domain mismatch, an ineligible industry or a country-specific policy restriction. Read the exact Ads Manager notice or decision email.

Can I appeal an account or ad rejection?

Use the appeal link in the account decision email for an advertiser-account decision. For an individual ad, use Appeal or Request Review in Ads Manager when available. Domain decisions use the route in the decision email.

Will creating another account bypass a rejection?

No. OpenAI says additional accounts do not bypass account review, verification or eligibility requirements.

How long does business verification take?

OpenAI says review may take up to seven business days. Follow the status and instructions shown in Ads Manager, and contact support if it takes longer.

Does a business licence guarantee eligibility?

No. Registration or licensing does not make every ad category eligible in every country. Check the current policy table for the product, service and target market.
