The short version
ChatGPT Ads campaigns are created and managed in OpenAI Ads Manager. Before starting, check whether the legal entity that will advertise and be billed is in a currently available country. Then complete account setup, choose a campaign objective, create ad groups and ads, submit them for review, and confirm delivery in the dashboard.
For Pakistan, OpenAI’s current country list includes self-service access, but this does not guarantee approval for a particular advertiser or campaign. The platform and its requirements can change, so keep the official availability and setup pages open while you work.
Before you create an account
Confirm the advertising business entity and billing details first. OpenAI’s setup flow asks for account details such as country or region, currency and time zone; it says those settings cannot be changed after account creation. Use the actual details for the entity that will advertise and be billed, not a placeholder or an agency’s unrelated entity.
Prepare your business name, website, logo, billing profile and a clear landing page. You can start setup with a website URL or skip that step and create a campaign later, but every ad still needs a relevant destination that OpenAI can review. See the current Ads Manager Account Setup guide and country list.
A practical route from signup to launch
- Check country and policy eligibility. Confirm the advertiser/billing entity is in a listed country, then check whether your offer is allowed in the target market.
- Create one business advertiser account. Sign in at Ads Manager and review the business, country, currency and time-zone details before submitting. The initial advertiser name may populate account, brand and legal names; check what each one means in the setup guide.
- Complete account readiness. Finish any requested business verification, confirm the brand details and logo, add billing, and invite teammates with appropriate roles. OpenAI says campaigns cannot deliver until required account and billing setup is complete.
- Decide how you will measure success. Choose a real business outcome, such as a qualified enquiry or completed order. If you plan to use a Conversions objective, configure a supported event first. OpenAI supports measurement through its Pixel, Conversions API or both; follow applicable privacy notices and consent requirements.
- Build the campaign. Select an objective and set a budget, schedule and eligible locations. Check the budget and currency shown in your own account; OpenAI’s minimum can vary by market and currency, so do not reuse a UAE or US figure as a Pakistan rate.
- Create ad groups and ads. Organise each ad group around a distinct offer or customer need. Write clear, accurate creative and send each ad to the page that best matches its promise. Use context hints only where they help describe relevant conversations; they are not exact-match keywords or a guarantee of delivery.
- Submit and monitor. Read the review status in Ads Manager. An account can be ready while an ad is still under review, and an approved ad may still not be serving because of billing, schedule, targeting or landing-page access. If a status says “Not serving,” open its reason before changing the campaign.
OpenAI’s campaign quickstart covers the live workflow. Its crawler guidance says OAI-AdsBot must be able to reach ad landing pages for validation and review.
Make the first test useful
For Pakistan-focused campaigns, make the offer and service area explicit, write for the audience’s preferred language, and check that the destination works well on a phone. These are practical planning choices—not guarantees about targeting, reach or outcomes.
Set a test question and a success measure before launch. Compare qualified leads or sales in your own business records, and treat Ads Manager and third-party analytics as different measurement systems that may not report identical totals. Avoid drawing conclusions from a tiny number of clicks or from a dashboard before recent conversions have had time to appear.
Quick answers
Can a business in Pakistan advertise on ChatGPT?
OpenAI’s country list currently includes Pakistan for self-service Ads Manager. The advertiser and billing legal entity must meet the country rule, and the account, offer and ads remain subject to OpenAI’s requirements.
Do I need an agency to run ChatGPT Ads?
The self-service platform is designed for advertisers to manage campaigns themselves where access is available. An agency is optional; account eligibility, verification, billing and policy review still apply either way.
Do I need conversion tracking before launch?
Not for every objective. If you want to optimise toward a conversion event, set up a supported event before building that campaign. Measurement can also help you assess other campaign types.
What is the minimum budget in Pakistan?
OpenAI says minimum daily budgets vary by market and currency. Check the budget field in your own Ads Manager account; do not assume a PKR amount from another market.
When will an approved campaign start serving?
Approval is only one part of readiness. Billing, account verification, campaign status, dates, targeting and landing-page review can also affect delivery. Check the current status and any required action in Ads Manager.
